CCGs not only have a commissioning role, they have another distinct role to play in supporting quality improvement in general practice. CCGs are in the unique position of being membership organisations, which presents an opportunity for other service providers to work more closely with GPs to transform primary care.
Any service provider the CCG engages with will have to demonstrate how it will be cost effective and deliver against the CCGs own commissioning outcomes. The high level outcomes have been handed down by the NHS Commissioning Board and are:
- Domain 1 – Preventing people from dying prematurely
- Domain 2 – Enhancing quality of life from long term conditions
- Domain 3 - Helping people to recover from episodes of ill health or following
- Domain 4 – Ensuring that people have a positive experience of care
- Domain 5 – Treating and caring for people in a safe environment, and keeping them safe from avoidable harm
Traditional, the majority of Stoma Care Nursing Services have been based within the acute sector, now with the changing landscape of healthcare; there is an increased need to engage with CCGs to demonstrate the value of a service.
The Barts Healthcare Trust Stoma Care Nursing Patient Pathway, devised in collaboration with Coloplast Care Nursing Service, is based upon the High Impact Actions for Nursing and Midwifery (2009). It provides a framework to illustrate to CCGs the comprehensive service provided for stoma patients and meets against the NHS Commissioning Board Domains.
