What did we deliver? A blend of procurement skills and experience, to deliver the end-to-end procurement cost-effectively whilst providing strong governance and strategic advice to the project board. Market intelligence to gauge activity in the market and the level of bidder interest, to inform design of tender processes. Market stimulation and engagement through numerous bidders events, to enhance the draft service specification and optimise the benefits for commissioners and service users. A competitive dialogue process for Communality Health services that ensured greater clarity for bidders on the commissioners’ requirements, as evidenced by the improving quality of submissions through each stage of the process and high quality and value of the final bids. A robust evaluation process designed to withstand scrutiny, with detailed recommendations delivered to the project board. Drafting and arranging signature of final contracts for a five-year period valued at £68.5M.
How did we add value to the customer? The project completed on time and on budget, without challenge. We achieved this outcome by thoroughly examining the commissioners’ objectives and applying our extensive experience of similarly complex, high-value Community Health procurements to determine the best approach. Although our team led the programme and guided the CCG through all the legal and statutory processes, we ensured that the commissioners remained in full control. On completion of the tender process, our team conducted due diligence to minimise transition risk, and supported the TUPE transfer of around 350 staff. The customer subsequently commissioned us to re-procure their £5M Continuing Health Care contracts and £12M Adult Community Learning Difficulties contracts, to drive further service integration and realise additional savings.
Customer Feedback “All three contracts required differing advice and support throughout the procurement process which was interesting as some of the new NHS architecture was not in place at the time. I have been very impressed by the procurement team’s professional approach and commitment in helping Commissioners clearly identify what is required and patiently guide them through the legal and statutory process” Alison Robinson Nurse Director and Head of Quality and Safeguarding, South Gloucestershire CCG
